Hiroko Kazama rejected to be added to the DB

I made a request to put Hiroko Kazama (a mangaka) to be put into the database and was rejected by a moderator with the explanation
"Please do no make person submissions for other pending or not existent in the DB manga entries."

despite me inserting 3 links as proof that this is a real mangaka... I asked for clarification on what I can do to make it easier for mods to approve but the mod didn't get back to me
if Hiroko Kazama is pending then it didn't come up when I've tried looking

is it easier to add their work first? I didn't know there was a way to add manga that wasn't through the manga author's page 030
