Not really any chance, she is dead and that's it.
Now regarding your second question it is left ambiguous like 90% of the danganronpa ships, but I do believe they had feelings for each other based on what we saw in games and animes

She's not coming back, to be honest, if she came back the story would go down the drain. I don't particularly like her, so I think that's good, but if not even Chihiro came back, who would Chiaki be to come back?
