is this really alt history?

I heard from a few people that this anime takes place in alternative history where japan won ww2, in Europe some where, and people showed lots of information about foreshadowing and subtle things like the fact that their parents are ex soldiers or whatever or bitter towards occupation or something, or how their aren't many men because they are all drafted.
