Plus anime like Naruto and One Piece have more violence and harsher themes and they're PG-13. Why is it R-17?

MAL rating are arbitrary, you have series with sex scenes that are rated PG-13.

Yeah Hikari To Mizu No Daphne was originally R-17 but was more of a PG-13 anime
