- Legion have CPUs that resemble a human brain

- Certain Legion Units have assimilated the brains of dead processors into their CPUs in order to bypass the “lifespan” the Empire coded into them. These special Legion are called “Black Sheep”.

- Most brains assimilated into Legion units are heavily damaged from war, but if a Legion is a able to find an undamaged brain, that assimilation can create a Legion commander, capable of strategy, leading other units, etc. these Legion are called “Shepherds” and are the most dangerous Legion.

- Shin can hear the voices of Black Sheep and Shepherds, because they are always repeating the final thoughts of the dead processors who’s brains were assimilated.

- Shin claims he can do this because he almost “died” once. However, we learn at the end of Part 1 that his family are actually espers, and his parents helped create the Para-Raid based on the ability they had to share thoughts with each other. This bloodline ability is likely the real reason he can hear their voices.

- One last thing. The Shepherds are only created from completely undamaged brains and they are capable of being commanders. From what we can see, these are the only units who seem to be capable of more free thought. We see the Shepherd versions of Rei and later Kiriya both have more intelligence and thought than the other Black Sheep units who just repeat their final words over and over.

Thank you for taking the time to write all that. I already remembered everything but I really made the post because in episode 17 Shin hears voices that are not legions and I didn't understand why, he hears Lena's voice and Eugene's sister

In those scenes, and many others, he has “nightmare” sequences where he hears voices and memories of dead comrades or voices of people he knows. It’s up to the viewer to decipher which of these voices may be real and which are occurring in his head.

Are those scenes in EP 16 or 17?
