Tetta Kisaki is the main antagonist of the series who is very cunning and merciless.
Although Kisaki is rather weak physically, he is the mastermind behind some intrigues between the gangs. He has an extremely high IQ and is able to manipulate people to act according to his interest without really realizing it. He mainly pretends to help gang bosses unselfishly, and then later gets to the top himself without getting his fingers dirty. The exploited always notice this too late and later fall into a deep hole when they are dropped by Kisaki. For example, he openly admits to Hanma that he will get rid of him as soon as he is no longer suitable as a tool. Hanma nevertheless cooperates with him because he is only interested in having fun and not in a chance for advancement, since life at Kisaki's side is "a circus."
With his scam he takes advantage of Meobius, in the original timeline Toman, and later still Tenjiku. His intention was unknown for a long time, but later in the manga it is revealed that Kisaki is in love with Hina and now wants to become the leader of the gangs in order to win Hina over, since Hina admires Takemichi for his daredevil ways and his goal of becoming a successful thug, (It is revealed that the three went to the same elementary school and are therefore fleetingly known to each other, although Takemichi doesn't remember this because Kisaki was always hiding, so only Hina remembers Kisaki from her childhood). Although Takemichi is able to stop Kisaki's plans again and again by jumping in time, Kisaki can quickly adapt to situations and develop new plans (one reason why Takemichi starts to believe that Kisaki can also jump in time). Later, a chase takes place in which Takemichi tries to finally put an end to Kisaki and both are ready to kill each other. At this point there is a conversation between the two, because Takemichi tries to understand Kisaki's motives and insinuates that he travels in time (which is why he doubts for a moment that this is the appropriate way to get rid of Kisaki), but they are interrupted because Kisaki runs onto a crosswalk, stops there, and only utters a choppy sentence, because he is run over by a truck, which was no longer able to brake, and dies at the scene of the accident.
