Similarities: Both have the same Naval settings. Both involves war in the seas. Both also have the same situation were humans were driven out of the sea. Dissimilarities: The enemy in one anime is more of a hidden type. while the other anime, the enemy is known. One has an extra sci-fi genre, while the other has supernatural, comedy and harem. The art in one anime has a futuristic theme, while the other one has a bit of retro theme.

Both share the underwater factor but only Daybreak has mechas in it. Tactical Roar has better battles when it comes to underwater strategy whilst Daybreak gets more action with less brains required results. A bit lost between the mechas and the submarines. Tactical Roar has a bit of a more romance oriented plot along with a grand design for the world whilst Daybreak is more adventure oriented with it's bits of romance.

Most of the land on the Earth is covered with water. Both animes have some kind of terrorists/rebels who are not pleased with the new nations. In Tide-Line Blue the rebels are on the good side and the terrorists in Tactical Roar are on the bad side. Not much of similarity but you may like them both; some of the romance may be similar too. There is also a lot of ecchiness in Tactical Roar that you may dislike.
