Each episode is about 3 minutes, including the very short opening and ending. First, let's start with the art : there's no animation whatsoever. It's just a still image, with the characters barely "shaking" when they have a line to say.
Sometimes, the camera zooms in on the character's face, but that's about it. Nothing really changes.
The narrator does all the voices. So Pikotarou does himself and either one or two other characters on screen. His range is limited. Even though we can leave this to humour.

The word "anime" refers to Japanese animated media, and this shouldn't be considered an anime because it's not even animated.
There isn't much to say about this series: no plot, no animations (only still images with just a little bit of trembling when characters speak), extremely poor drawing with a very childish character design. Voice acting is nothing special because all the characters are dubbed by the same guy. I understand it's meant to be focused on humor, but there is no humor since dialogues are pure nonsense and they're definitely not funny.
