Battle Spirits: Ryuuko no Ken

this tv series has plenty of actions scenes, fightin the baddies and rescuing something as this movie. both protag are undergrounds. 

The fight scenes in both series were pretty much of the same quality. 

Both anime have action scenes combined with humor, and both also have similar art and animation styles. I would even say some of the characters seemed pretty similar, even though they're not all totally alike. I suppose I would say City Hunter has a bit more comedy in it than Art of Fighting, though. 

Both OVAs were cheap licenses with hilariously bad dubs and terrible stories. They were both even licensed by the same company. They're also both good to watch with a bunch of friends while playing drinking games to how hilariously bad they are.
