from my experience and history of talking about these things I say milf is a hot mom and will always mean that.
Thing is, we have different contexts though because porn is a something we use and milf became associated with a body type/artstyle than simply meaning hot mom. Hence a girl who's a bit chubbier than a regular highschool girl is a milf when we think from a sexual pov and we know that sex is all we think about.
So it all depends on context, milf is a legit hot mom but milf also means a hot looking mature woman without being a mom, a loli looking mom won't be considered a milf in this case.

Actually, a "hot mature woman" is called a cougar.

So that would make characters like, for example Tsunade from Naruto, Shakky from One Piece (atleast until it's confirmed otherwise), technically/somehow Kikyo from Inu Yasha 🤔, Hanji from Shingeki no Kyojin, all cougars.
