Go watch Nobunagun instead. Quite quirky, but still fun if you like the style. But it's from 2014.

Otherwise watch some Girls with Guns: Noir, Madlax, El Cazador de la Bruja.
Maybe Canaan and/or Gungrave as well. Most of it is probably better than Genocidal Organ, even though they are older as one you are looking for...

It was boring as hell, i like SoL anime but this was literally about nothing. Even dialogues was meh.

I honestly don't remember much about Saya, as I've blocked the show from my mind, so if you're fishing for a great debate you're all out of luck. Sorry.

I'm not going to pretend that I remember much of the show, but I do remember hating Hotaru's character by episode 7 and being absolutely bored with the candy presentations. As those two things were basically 90% of the show, I ended up hating the anime. Oh well.
