you can very well be right, it was mostly speculation on my part. Since it has not exactly been revealed. I just figured that we have never seen that character before and kubo calling him the "empire's king" the only character i can think of that resembles a king would be the soul king.

That may just be the soul kings rival possibly. Guess will have to wait till more chapters are released to clarify the information.
