Both of these stories have a similar plot line where the main characters replace the other of the opposite gender within an high social and political standing. Migawari Hakushaku no Bouken tends to focus more on the romance and is overall more lighthearted whereas Shounen Oujo focuses more on the adventure and takes a different, darker route. 

Both are set in a similar era with the female protagonists coming from a "commoners" background and are adjusting to life inside the castle. Akagami no Shirayuki-hime is a bit more serious than Migawari Hakushaku no Bouken however.  

These two manga are quite similar, in both enjoyment levels and art. The plots don't really have anything in common, other than the gender bender factor. In one manga (Houou Gakuen), the main character is interested in girls and is sent to an all-boys academy in hopes of abolishing this interest. However, in The Substitute Count's Adventure, the main character has to crossdress in order to throw suspicion off from her brother, whose position she is taking over. I guess both manga exude the same vibe, so you could enjoy one as well as the other... 

Even though the story line not very similar I find the part about haveing to replace There brother is in both story's are the same :D in kaine his brother dies so he has to take over his place in this story she has to replace her brother who has flead with the crown prince's wife If you liked this you'll also like kaine 

The time period may be somewhat the same since they both wear those royal gowns etc. The protagonist in Pandora Hearts has a personality similar to Fred's. Romance isn't one of its biggies though and its more like action than romance. 

Both have a spirited girl pretending among the nobility with romance and a bit of a different world.
