These two manga are quite similar, in both enjoyment levels and art. The plots don't really have anything in common, other than the gender bender factor.
In one manga (Houou Gakuen), the main character is interested in girls and is sent to an all-boys academy in hopes of abolishing this interest. However, in The Substitute Count's Adventure, the main character has to crossdress in order to throw suspicion off from her brother, whose position she is taking over.
I guess both manga exude the same vibe, so you could enjoy one as well as the other...
