GTO Who were those people...?

Ok, this is a bit random, but I remember watching GTO and throughout the show there would be little snippets of these very short people and when they would 'smile' they had huge shark teeth. (Ex. Onizuka accidently gets confused to marry a girl with said description.) I thought it was hilarious, but what were they supposed to be?
