Why Manga Submission Approved take such a long time?

I submit about 30 comics before Nov 20. I recieve two approved message after a few days and didn't get message of the rest. I almost forgot about that before I get a two 'Manga Submission Denied' message at Jan 3(Witch Hunt, Salty Studio). I add some informaion and submit these again(after Jan 9). And I recieve appoved message of re-submitted comics(Witch Hunt, Salty Studio).

Why turnaround time of my submission diffrent so much? And why later submission aproved first? What's the reason for the difference?
