Back in the day an immigrant Chinese family (parents, 2 boys, 1 girl) moved into my neighborhood and I became a bit of a tutor (their English was already not bad as they'd already been in-country for a couple of years). Anyway, the girl was about that age and she couldn't get enough of my Rurouni Kenshin: Meiji Kenkaku Romantan 3-box set. Title is listed in your On-Hold section. English dub available.

Other suggestions: (no ecchi or fanservice except ubiquitous beach episodes, etc).

Love Live! School Idol Project -- Japanese only
Non Non Biyori -- Japanese only
Saki -- Japanese & Korean
Otogizoushi -- English dub available
Sky Girls -- Japanese only
Carried by the Wind: Tsukikage Ran -- Same style as Kenshin (comical with justice served bloodlessly) except both mc's are female. English dub available.

This would be easier if we knew what your little sister was like/what kinds of books or movies she likes to read at least (romance? fantasy? modern?), but I really suggest starting out with Studio Ghibli movies.

Start with Howl's Moving Castle if you think she'd like something with a bit of romance, or Spirited Away if she's not really into that sort of thing (I personally liked Spirited Away better but I fell in love with both when I watched them in like elementary school).

If she's a really chill 12 year old who's okay with blood/a bit of gore, a couple curse words, and moderate romance I suggest starting with Princess Mononoke instead. It's also a Ghibli movie, but it has a higher rating than the studio's other movies because it has more violence. It's not really something too bad for a kid to watch though lmao I watched it in elementary school with my mom and she loved it too.

The art is way prettier than it looks in the links btw; Miyazaki's into 'classic' anime styles I guess but if you google the movies you can see how polished up the movies are (not to mention the animation for all the Ghibli movies are just amazing).

All three of the movies were big hits in the West which is why I'm recommending them for your sister (they're good entry level anime). Maybe once she gets used to them try recommending a really long running shonen anime like Fairy Tail or Magi. So far people have been giving out shoujo anime recommendations but tbh those always end up being the opposite of entry level. They have more tropes and are less watchable for people who are just starting out and can't handle the secondhand embarrassment (this applies to pretty much all anime genres tho I didn't pick today to shit on shoujo). If this sounds weird my logic is that a lot of shonen animes have gotten really popular in the West, and end up on channels like Cartoon Network because Westerners who don't even watch anime regularly can get into them.

IF she does want something romance-y-ish or """"girly"""" go for Sailor Moon. The art may be hard to get into, but it's also an anime that was very successful in the West and happens to be shoujo.
