Can you recommend me an apps to make anime look cooler?

Paint.NET is what I use. Not regular paint, Paint.NET.

I've used this for over a year now and it never lets me down.
It takes a little getting used to and experimenting with different effects but it won't take long to get used to it.

The layout looks smooth too. Here's a picture of a picture that I was editing. Don't focus on the picture, try to focus on the layout.



If this isn't your style then I suppose you could use photoshop but that costs.
I hope you're talking about computers.

P.S,
Just incase you thought that I didn't edit that here's a before and after.

Obviously you can do many different styles of editing and it is time consuming depending on how much you do but the end result looks nice.

Apps can't just make an image cooler out of nowhere and the ones that are out are mostly cheap knock-offs that will do a half-assed job. If you don't mind splashing a little money (or pirating) get Photoshop. If you're too cheap or are broke, get GIMP (basically a lesser, but free Photoshop).

I don't suggest Photoshop for minor edits like cropping and adding small touches. Paint.Net will do the job properly. Even if you need slightly more power GIMP is always there for you.
