Is Boogiepop Phantom really "one of the greatest horror anime"? Even if the animation is really old....

What does the age of animation have to do with horror, and why are you looking for horror in anime? It's more of a psychological thriller. Watch it for its peculiar atmosphere and the satisfaction of piecing together its non-linear story, even if it's missing a few pieces that could be filled in by related works.

Well, modern horror anime usually involve gore and violence-elements, and I don't know if this is one of them. Still, psychology and thriller make up some great anime genres.

It does have gore and violence, but I don't remember if it's gratuitous.

I have some question for people who watched anime and know story. Is anime is complete story? If I watch the anime inly, I will understand the whole plot or perhaps anime is a continuation of manga? I do not mean a general understanding of the plot but full and complete. Is this anime standalone story or not?

No it's not a standalone story.
The anime does however, gives subtle details about the entire world and what happened before and all.
If you want a more concrete understanding regarding the Boogiepop's origin and all, read the Boogiepop Never laughs manga.
