I mean this series take place in france so can it related?

Im not saying that it's not related, but Jeanne is a popular french name. So it might not have any special reason

I think not, cuz there's someone named "Astolfo" too. but he's not that Historical figure. I think they just use their names or... ?

I assume it's a reference to Jeanne d'Arc, but it's a different character.
If not a reference, then yeah, it's just a common French name.

It does say in the manga that Jeanne was "given the name of a saint" which Jeanne d'arc is. Both are women who in a historically big war, both were called witches. It's clearly a reference
