No, there is no official translation, but you can read a fan translation of the webnovel here: https://www.novelupdates.com/series/tsuki-ga-michibiku-isekai-douchuu/

Probably not,

I don't think fan translators would want to translate the light novel because if they did and the light novel got licensed officially, they would probably have to desist and delete all the chapters they've been translating over the years. Whereas they don't have to stop translating the webnovel even if the light novel gets licensed because they are different things. So I think you'll be hard pressed to find any fantranslations of the light novel.

Its possible there may be fantranslations of the light novel in other languages, though I'm not sure where you would find them.

I'm actually surprised this hasn't been licensed. I thought the anime was received quite well. I'm guessing if this doesn't get licensed by the time the 2nd season is finished airing, it probably won't ever get licensed.

I'm not very familiar with night novels, just started on Highschool DXD as my first one and it seems like it took a decade to get a licensed translation after the 1st season finished airing for this one. I guess this is very uncommon?

very uncommon to not have licensed for light novel that already have anime adaptations

The Japanese LN publisher (AlphaPolis) has never licensed any English LN translation for any of their series, so don't get your hopes up.
