I also liked how they the characters are and how they get along with each other. For example, how Kuroe & Sovereignty got along and the personality of the superintendent & his secretary.
Actually what made me started watching is its uncommon opening song. Frankly, I wasn't really hooked to keep watching for the next episode (Lost my enthusiasm somewhere). Maybe it's because there wasn't enough time to understand the characters before they all jump in. Which is why there is a special to make up for it :)
I like the fact that the story doesn't drag but It may have been better if there were more episodes though.
