Mixed Feelings
I'll keep it entirely spoiler free, let me start by saying that i love the genre and this was a suggestion from a friend of mine that read the manga.
The story starts like any other romantic themed anime with some cliché, one of the two main characters being a bit too focussed on something/delusional/hikkikomori or any other cliché that occurs in this genre to then evolve during each episode.
In general i want to say that Skip and Loafer is good, good enough to be enjoyed but not good enough to get you hooked in the stories of the characters.
Our main characters are Mitsumi Iwakura and Sousuke Shima, they go through an evolution of their characters but in different ways, but it doesn't resonate with me since i've never knows a single person that wants to be in public administration since middle school or people that got into acting at a very young age so it's not really relatable all this story.
Also the characters seem a bit off, a bit too 2 dimensionals, for whoever watched Horimiya i'd say that Skip and Loafer misses what Horimiya nails so well, the ability to make characters evolve while interacting inbetween them with everyone both evolving as a human being and as a member of a group thing that i didn't find here in any shape or form.

I've said many things that make the story look extremely boring but maybe i'm just too biased due to the standards that Horimiya set in the past years so i don't feel like reccomending or not this anime so i'll just leave it to you this decision BUT please keep in mind that the best characters in the whole show is not even onscreen most of the time which btw is Nao.

Conclusion
If you like romantic anime go ahead and watch it, i liked it even though it's not my favourite
If you don't like romantic anime don't watch and instead go watch something like Horimiya, SNAFU, kaguya-sama, Seishun buta yarō or many others that are easier to enjoy
