Definitely a sequel for the people who have been reading books for a while or loved first season and were waiting for all those years (shout out to all of you, I've been in the same boat all that time). Sure it's not the best in comparison to the best of it's genre, however I'm mostly in favor of this season. I find soundtrack fitting, there were parts of the story that I felt like were really nicely done and it's the same familiar style of animation I knew from the first season. It's not the peak of artistry, you will definitely find better anime out there and there is stuff that could have been done better but there is one thing that is certain when it comes to this season - it's enjoyable and it's been made for the fans. As long as fandom doesn't get bored and keeps enjoying the adaptation, all is good.
Edit: Just wanted to add it here, but my review is biased and from the point of someone who has been reading author's books for a while. You may not agree with my point of view here and it's all good if that's the case. Just enjoy whatever makes you happy after you've finished the episode
