Mixed Feelings
Even though the content available in English isn't much go through considering the fact it got 14 volumes although the chapter details are unknown at this moment but it's safe to assume that there aren't only 4 chapters in the overall manga.

Heisei Policemen! is a manga by So-he- Inaba published in Young Jump, from January 9 2010 to 2014. (month & date is unknown) It might be his debut work considering the fact there isn't any manga on this site by his name and started publishing before 9 Jan 2010.

Story!
The story is centered around the character name Gougou, a new recruit and a guy just too dumb and self-absorbed to deal with.

Characters!
I can't say this for sure that Gougou and his superior Kinashi are the only main and regular characters of this manga but my exposure to this manga is restricted to only 4 chps, so, as far as I have seen these two are the main & regular characters of this manga. You really need a character like Kinashi to enjoy the character of Gougou, the duo of polar opposites of each other accounts for funny interactions and actions. The cast doesn't seems to limited to just the two of them, you even get to see one more major character later and there might be more characters.

Art!
The short nature of stories for every chapter and you have mostly conversations for generating comedy, the fully hand drawn artwork explains the simplistic approach taken as background details doesn't plays a very crucial part in the storytelling, complimenting the author's set-up in every chapter.

Conclusion!
Heisei Policemen! May not be much to go through and isn't complete either in English translation but it's worth a try for the enjoyment it can offer for a while, if you like simple yet enough clever comedies than you should give Heisei Policemen! a try.
