Billy Bat isn't even close to being one of Urasawa's best works, it's a decent manga, but for the simple fact of being written by Urasawa you would expect it to be a decent work at least, but the truth is that 20th Century Boys, Monster and Pluto are far superior in plot construction, character development, mysteries, protagonist, villain, and every other aspect. In fact I would dare to say that Billy Bat is one of the weakest works of Urasawa. But as I said before, it's a decent piece of work, and it has some very good aspects. This manga keeps showing me that Urasawa has no bad works.
