Mexican dubs of media in particular are the kings when it comes to comedies, Shrek and The Simspons are some of the biggest examples of that, but there wasn't something comparable in anime until Komi-san's dub came out. Their delivery of jokes and the expressions they use can be very funny and Komi-san's dub took a lot of creative liberties and instead of strictly translating everything, they used all the chances they could to turn neutral dialogue into great jokes.
Aside from the jokes and expressions that come specifically from Mexican, they also added a lot of terms and references known by the wider latino otaku community. Seeing the characters swearing funny ways, reference Beastars, apologizing for not being politically correct, or saying terms like "furro" or "trapo" is so surreal and never failed to laugh my ass off.
Another smart decision they took was to make the female narrator almost like an actual character and make good jokes sometimes while reading Komi's dialogue boxes. It reminds me of Kaguya-sama's English dub, which from the few clips I have watched, was an equally genius choice.
Now I'm gonna take a small break from ranting about how good the dub is and focus on the good and bad parts of Komi-san that aren't related to it. I love Komi as a character, she is very cute, funny and relatable, specially as someone that also has problems socializing in general, even her family's dynamic reminds me a lot of mine's. Hitohito is a decent protagonist, and the dynamic between him and Komi is pretty wholesome at times, but since I'm not very interested in the romance subplot, it's not a big deal for me how slowly their relationship progresses.
The other characters are good or decent for the most part, except for Himiko, aka the masochist, and Ren, aka female Mineta. It is very apparent that the author does NOT know how to make funny and tolerable pervert characters/jokes, Najimi is the only exception but it's mainly cuz their pervert jokes are few and far between, and Najimi has the charisma to not make those comments sound completely off. Meanwhile, Himiko and Ren can be VERY cringe at times, but another advantage of the dub is that it makes those kinds of moments bearable, or even actually funny. Like, even after Himiko or Ren (which I haven't had the chance to say how how much I hate her) say some wild shit that is just unfunny and weird, the dub will save the scene by either delivering the line in an ACTUALLY funny way, or making Ren say something even wilder afterwards, (like for example calling someone a "maldita perra" LOL) and then you are too busy laughing to think about how messed up what she said before actually was.
The art is very pretty and the sound is good... I don't have much more to say about either.
TL;DR: Komi-san Can't Communicate is the funniest anime I've watched but it's mostly because of the latino dub. I'd still recommend the show in other languages if you also happen to relate to Komi-san and find her cute/funny, but I can't recommend it enough to people that know Spanish and can listen to the dub, honestly it's a shame to think of how many people will miss out on this.
