This is my favorite season of Sailor Moon. If you want to see the show at it's best and you don't want to watch it all, I would recommend watching this season.
The story is more exciting and complex than previous seasons, the characters have a bit more depth, and the art is very good too. I also think the villains have more depth in this season than in previous ones. Though many of the villains throughout the series have backstories, I think in this season they are more relatable.
Something that the series does suffer from is that it does have a lot of filler. It is a "monster of the day" sort of anime, with a lot of interpersonal, relationship stuff interspersed in it. It works just fine for what it is, but if you find that tedious, you should probably skip the series.
I would recommend this season for young teenagers, although most children who watched the previous seasons would probably also enjoy it.
