It's got interesting and human characters, an interesting fantasy system and an interesting setting (roaring 20s Japan where westernization and democracy are at their peak but the military is becoming increasingly dictatorial and nationalist as well). The art is largely pretty great, it has a few iffy moments but other than that, I liked it. The sound never feels off or out of place, and I liked the opening track. I really don't know what's off about this anime, but something is missing, something that makes this a good anime and not a great one.
