This is my subjective opinion and I doubt that I am a "proffesional" in any way.
Don't take this review seriously unless you want to see something written from an "average Joe" perspective.
Also, while not a fan of this sequel, I won't be dumping crap on it either.
Most reviewers are almost always critical and negative, I respect that, because they view the anime from a completely logical perspective.
However, I want to atleast try and bring a little naiveness and positive feelings into the mix of overwhelmingly critical and negative reviews.

Wow, well that was emotional... Huh.
This sequel from my point-of-view seemed pretty bad to be honest.
It's underwhelming as hell and is as anti-climactic as an anime could be.
One could say that it's because everyone suddenly got overpowered, but let's be honest, no one was really "that" kind of overpowered.
While yes, our main character Kaneki did get a considerable buff, no one was really Isekai levels of overpowered.
Besides, if everyone's overpowered, then nobody is overpowered.
In short, for the first 8-9 episodes, everything felt very underwhelming.
It did focus a little more on the "life" aspect of things, but I don't think that it's what is at fault here.
Fights while more large-scale, felt more dull for some reason.
New weapons, new abilities, they had all gone to waste because of poor scene-setting and sound design.
It was so extremely underwhelming, the only thing that had me going were a few good points and plot twists coupled with cliffhangers at the end of each episode.

Now, now then.
Let's try to be positive for once!
While 2/3 of the anime felt underwhelming, I actually found the final 3-4 episodes interesting and emotional.
The fight scenes were actually more energetic, and the character's emotions felt stronger.
The animation was great again and didn't dissapoint.
Character development was very little, though when it did happen, it was impactful to the story.
In general, even though the positive part of the review is a lot shorter than the negative one, I would 97,8% recommend watching this if you haven't yet.
A summary would be something like this:
The anime was good enough, however because 2/3 of it were very underwhelming, it almost ruins it.
I would recommend it, however be prepared to forcefully push yourself to the end. I'm not one to judge if you will like it or not, but I generally enjoyed the ending. I won't say the cliched "It's all worth in the end" line, but I really want to say it. To me, the ending compensated for the rest of the anime.
