It's absolutely gorgeous. The animation is as fluid and sexy as the common octopus. It's imaginative, although its core sci-fi conceit is something any sci-fi fan has seen many times before.
The music is so good that I still listen to it five years after having watched it.
I cried. I hadn't cried in ten years when I saw it. I didn't know I was capable of such empathy until Yuasa-sensei gently led me to feeling in concert with the rest of man.

I still remember this rolling, psychedelic, leisurely romp through a dystopian world filled with beauty and color and emotion. Conceptual spaces filled with pain and memory. This shining cacophony is something I always recommend when people want to see anime.
9/10, it's going to stay with me for the rest of my life.
