The character interactions are pretty great, the action is fun to watch, and the animation is overall solid. The dialogue is pretty crap at times though. I was actually really surprised at the amount of character development that they had in this movie though. Shikamaru had some pretty good screen time.
The worst thing about all of these movies is how underutilized Gaara is though. They include him in the movie, but then give him next to nothing to do.
This is really a movie you can only enjoy if you're really invested in the show. Otherwise, it's pretty bad. I had fun with it though. Probably won't watch it again.
