Super brief review here. I'd put off watching this for years based on the box art alone (dating myself here), but I did eventually sit down and give it a viewing. Produced in 1998 by Studio Deen, the Tekken OVAs arrived on the scene just prior to the PlayStaion port of the fantastic Tekken 3 game, and good lord does it disappoint. With its weak art, poor characterizations, stagnant animation, and a story only tangentially related to its source material, it's a travesty. Arguably the worst of the fighting game adaptations of the '90s, which is saying something since both the Art of Fighting and Samurai Showdown anime exist. Namco's 3D fighting king deserved better.
