Have u watched Daily life of high school boys? This is delinquent's version of that. Cromartie High School has toughest delinquents in this story. There many weird things happens everyday. MC Takashi enrolls there and does every dumb thing as serious. As expected nowadays some gags too old but some of them are good.

There's no main point in this anime just full of comedies about sarcasm of delinquents.
Animation was bad as expected. Too old. But art is ... fine.
Even 10 or 15 years passed old one's voice actresses not bad.
My boys did dumb and dumber things in this full of series. But i enjoyed a bit. Maybe you can waste ur time for some old comedy series.
