In a nutshell, Fuan no Tane is a compilation of common (and not so common) fears and traumatizing experiences from people in manga form. This manga illustrates how these fears have a certain grip over society and why.

There is no central story in this manga, which may come as unorthodox to some readers, but give it a chance if you have to. The purpose isn't to per se create a central story, but rather to combine many stories with a central intention. If you really give it a chance, you'll hopefully find some interesting and (of course) quite scary concepts.

The art itself is pretty amazing. Its able to contrast an average, not notable atmosphere (used in daily life) with an incredibly dark and eerie atmosphere (typically used in scenes when something uncanny is occurring). The amount of detailing is typically large.

The characters were lacking... but that's because they weren't the focus. In fact, if anything, the manga asks you to put yourself in its characters' shoes. This manga was made to examine society's fears as a whole, not to examine the fears of a single person.

I would rank my enjoyment of the manga as "very good". The first volume was kind of unremarkable, but as the manga continued, I became more and more interested as to what each story was rooted in... or specifically, what fear. I also have a feeling that this manga might be really polarizing. Some people just may not like the concept... those coming in wanting a central story will be very put off. I recommend this manga... but cautiously.
