Nora to Oujo to Noraneko Heart, an adaptaion of a visual novel, is a chaotic mess to put it simply. You read the synopsis and then wonder how the show will execute this premise with 3 minute long shorts. You then proceed to watch said shorts and then realize it is no way related to the synopsis and that the synopsis is probably a description of the visual novel.
There is no semblance of a story here which would be excusable considering it is a short however even with the skit format used in the anime, it's all over the place, makes no kind of sense and it's not funny or entertaining.
The art is probably the best thing about the anime and it was quite good. The animation on the other hand was atrocious. The characters are nonsensical for the most part. Also the characters are treated like the audience is already familiar with them or the story they came from. For someone that hasn't read the visual novel, it would be hard for me to feel any attachment to the characters and the humor that is attempted throughout the anime fails in my opinion.
I derived most of my enjoyment from Nora to Oujo to Noraneko Heart from laughing at how bad everything was and seeing how bad things could actually get. The apex would definitely be the now infamous episode 6. Also the fact that the anime isn't a huge time investment makes it easier to get through.
It's a horrible anime that I wouldn't recommend but from what I was able to piece together from the show, the visual novels seems like it might be worth checking out. If the show's purpose was to serve as an advertisement for the source material then at least it did it's job.

P.S. I'd like to thank this anime for providing some top quality meme material, for that you shall forever remain the #GOAT
