Damn it I wanted to like this so badly. The setting and world making developed for this series were incredibly interesting, I just wish the rest of the series would've followed suit.

The art was much better than most series. There are a few fan service scenes but I let it slide because it was handled nicely versus other shows with less moral (re: High school DXD)

The sound was good but has a very limited selection. They beat the deadhorse on this one.

Half of the characters were hit or miss. Some were cool (Hei and November), some annoying (Kiko and Gai), and one was show stealing (Amber).

Now the story. It really annoys me that a story with a good badass lead in a good setting doesn't receive a good review from me. The reason, the plot stunk.
I think half the episodes were written by a gorilla banging on a computer. So many parts don't matter and take away from the parts that do. Few shows can make the episodic thing work (like Cowboy Bebop) but this one didn't. Hell, it took me almost a year to watch this entire show because I just couldn't power through. The only reason I finished instead of dropping this series was the appearance of Amber. This is one of the few shows that I can genuinely say if they made it shorter It would've been better.
So many questions are asked that are never answered. Throw in a few plot holes for good measure. Finally finish it off by having the character bend to the plot's will instead of having them behave in character and leading to a believable conclusion. A bit of a waste but if you enjoy action and ignore the near non existent plot you'll enjoy it.
