Baka to test to shoukanjuu is generally a well-received anime although it has an extremely common theme during its time of production. What puts this aside from the other school life/fan service/ dirty humour / plain comedy anime is that this series comprises of all the said theme.
This series certainly balances its sets of themes well but surprisingly, it has a decent story line as well with a nice touch of twists here and there. Another thing that makes this series special is that there is rarely or if not no superfluous bits of information that leaves loose ends untied even until the end of the series.
Contrary to that, the second series ended rather abruptly but generally because the light novel/manga's pace of development at that time was considerably slow and thus they ceased animation.
All in all, this is certainly an anime worth watching if you're just looking for a bundle of laughs. Also, watch this series first followed by the OVA and finally the second season.
