Story wise it was (7/10)
Soul Eater NOT! takes place before main series focusing on the weapon Tsugumi Harudori, who befriends two other meisters, Meme Tatane and Anya Hepburn. All three take part in the NOT classes, as opposed to the battle-oriented EAT class taken by Maka and her friends.
This anime shows the life of NOT students who are not involved in the witch fighting and becoming a death scythe but just learning how to control their powers, especially the weapons.
Pretty boring compared to Soul Eater, true but as someone who is reading the manga, it is actually enjoyable and cute. Do not compared this to Soul Eater because of its completely different genre and mood. NOT! is more of a highschool (well middle school, the characters are only 14) life with lots of cutesy feelings and figuring out who you are, rather than fighting witches like Maka were.
Unfortunately, this was a big mediocre at best because of its forced cutesy moments. As someone who is reading the manga, these moments are flow naturally in the manga but seems kinda forced in the anime. For example, extending the cutesy moments when it probably work better like this, cute moment and snap gone. While this time, they make cute moment goes on forever and lose the comedy and cute effect.
ART (6/10)
This anime was also was just put into a meat grinder, stomped with a poo covered heel, then throw in with a bunch of filthy trash to launched to the sun for it can be incinerated. That's how bad the animation was for me. While it is more of school life anime, it is related to soul eater and it needs a plot! Fighting and cool ass moves with weapon was guaranteed, but with not enough budget; soul eater not! suffered badly with its really awful animation. The art looks pretty and cute though, so that's how they kinda can covered their awful animation.

Soul eater not! sound tracks are also mediocre.
CHARACTERS (8/10)
Characters are filled with cute girls, who are most likely in love with each other for it does contain girl/girl kiss. And there is nothing wrong with that! But I'm putting it here so people won't bash the anime for the wrong reason, bash it for the awful animation but not for the not straight moment they put.
Once again, our main characters are very cute and likeable but the true highlights of this anime was the Thompson sisters and Kim and Jacqueline backgrounds. Soul Eater NOT! main characters (maka, soul, kid, black star, Tsubaki, Ox) also make appearances. These were the one of the few things that makes this anime enjoyable.
OVERALL (7/10)
For those who read the manga or watched/read soul eater, do not expect much of this. The anime did mediocre at best.
For those who knows nothing about soul eater, expect the same but because you know nothing of the main series, you will most likely enjoy the characters and story more because you won't be moaning for the originals characters to come back.
