I'm not saying that I hated Shakugan no Shana but I have to admit that the character development was very slow and some of the episodes were also quite boring at some point because It was basically the same thing over and over again, and you won't see much development in their relationship either (in a romantic way).
About the Story, well I don't have much to complain about that it's well builded and you can understand it right from the beginning, but I do complain about the excessive amount of screen time that is wasted with random images of the a scenario around the main characters. To be honest the only reason I was able to finish this anime was because I have nothing else to watch and I had to keep skipping those boring images in order to get to the next scene.
Right now I not even sure if I'll go for the 2nd season because the 1st one for sure didn't make me happy at all but hey who knows, tastes are tastes maybe you'll enjoy it more than I did but don't start watching this anime if you are looking for romantic scenes between the main characters because you just won't get any, at least in this 1st season.
