Similar crude jokes, edgy characters and no sh*ts given attitude to story telling. Both have a similar "adult swim" vibe. Idaten-tachi leans more into some dark themes and has a distinct shounen-esque setup and uses that to explore the themes whereas Panty & stocking has a bigger emphasis on humour.

Both anime have very similar vibes in terms of their artstyle, genres and plot. They're both just DUMB FUN from episode 1 and odds are if you liked one you'd like the other too.
