Kageki Revue is a light version of Utena. It copies many details - battles where the main characters should become number one and then take a prize; before the battle they take special uniform, and ect; mystery 'moderator' (giraffe here and End of The World in Utena).
Both works with surrealism and mahou shoujo elements.
Both have a little bit of shoujo-ai and cool battle musics.
Tomohiro Furukawa already worked with Ikuhara a bunch of times, so the direction is kinda in the same vibe.

Surreal shows packed with symbolism, beautiful art direction, musical sword battles, and a cute animal mascot.
Although having an overall lighter and more optimistic tone, Revue Starlight feels like a spiritual successor to Utena.

tomohiro furukawa, the director of revue starlight, is a direct protoge of ikuhara, having worked with him on yuri kuma arashi AND penguindum - and it shows in a big way. revue starlight is full of the symbolism-filled spectacle that makes utena memorable, and even adopts some familiar plot elements, like duels set to spectacular backing music. the anime is ultimately a critique of the takarazuka revue, which utena borrowed many stylistic elements from, but more broadly, it is a criticism of AND a love letter to theater and the performing arts. revue starlight proves to be a much tighter story than utena; with only

Starlight revue was'nt a totally cheap version of utena as i though
they both have girls fighting and they get deep and that stuff idk revue starlight gives me some utena vibes revue starlight isnt as dark though

As others already said, SKRS is light version of the SKU. It is more family-friendly and its pace is faster, but overall these shows are really similar. Both are romance musicals with a lot of duels and a female main heroine. It also can be seen how SKRS director's style is really similar to Ikuhara's.

Revue Starlight, the shining stepdaughter of Revolutionary Girl Utena. It's no surprise that they have a lot of similarities despite certain differences. Even though their directors are different from each other, there's nothing to get away from the fact that their directions have the same Ikuhara vibe to each other. They rely on surrealism, over-the-top choreography, mahou shoujo, and of course, an animal mascot. If you're in love with semi-yuri ideologies and haven't seen either of the two, looks like you've found yourself the right stop! Though, I highly recommend watching Utena first before Revstar.

There is no doubt in my mind that Revue Starlight was heavily inspired by Revolutionary Girl Utena.
The main stories of both focuses on the relationship of two girls, with a fictional play/fairytale that ties into the backstory and the underlying plot, and the reason for the duels. Said duels work on a metaphorical level as fights over ideals and philosophy, set to thematically suitable songs, while the combatants wear military inspired outfits.
