Both protagonists in each show are searching for the main antagonists who are causing great chaos in society, hoping to change it. Both antagonists have tragic pasts that cause them to take the actions they are taking now. Both of them are also camouflaged in the midst of the population and is hard to detect unless they come forward themselves.
Of course, if you haven't watched the first season of Psycho Pass, I suggest you go watch that first (that is a given haha XD)
