Both of these series revolve around a race of "evolved humans" (in Elfen Lied's case, the diclonius girls, and in Toward the Terra's case, the Mu) being considered a threat to the original human race. Granted, Toward the Terra is more of a space drama and shows the Mu in a very sympathetic light whereas Elfen Lied is a traumatic romance with plenty of gore wherein the diclonius kind have a genetic predisposition for showing hostile and homicidal tendencies toward humans... but both deal with the issues surrounding how humans may treat those who are different from them.
