Here is my ranking system (I mostly read manga, but I watch anime sometimes):
To start off, I usually think of ratings in a out of 5 scale. But, since MAL is out of ten, I then multiply the score by 2 to find the actual score out of ten. Sometimes I will add a 0.5 to my score to make get an odd numbered overall score, however. A lot of my ratings are a bit dated and can be affected by nostalgia, and I also tend to not change rankings, so my opinions of some manga may be different than what I currently think. I do my best to keep the average to 5/10, but I think in general I only read quality manga that I thoroughly enjoy, so it tends to be skewed upwards.
I think that there are two different ways to rate manga: enjoyment and quality. For the most part, these rating are based off of how much I personally enjoyed the manga, but sometimes if the quality is very high I might add a higher rating. For example, I'd say that for enjoyment, Pluto by Naoki Urasawa was around a 8 but I think that the plot, characters, and art are all so well done it still deserves a 9 or a 10.
I also value endings much more than anything else. If a manga is a bit slow at the start, I'm willing to forgive that, as long as it gets better. However, if the ending is bad, that can drastically effect the entire manga for me. Theoretically, if a manga is a solid 10/10 the entire way through but then it crashes at the ending, that manga can't get higher than a low 8. For this reason, I usually wait until I finish an entire manga to give it's final rating.
9-10/10:
The best of the best. These manga I feel are perfect (or very close to perfect) masterpieces. These manga have kept me engaged through the entire story, and although not every part of the manga has to feel like a 10, a majority of the manga has to be at a 10. These manga are all my favorites, and they have all left a strong impact on me. I'd be very happy to talk about these manga at any time with someone else. (note: usually, all manga I find very, very good start out as 6s, but then get pushed to a 9-10/10 as I finish the series) (second note: I admit that some of these manga might have slight weaknesses, but they are all usually overwhelmed by the strengths.)
7-8/10:
Very, very good manga. For the most part, these could be 10s, and they kept me engaged throughout the entire series, but usually they have at least one flaw holding them back. Maybe the story wasn't as tightly knit and well planned as I had hoped, or perhaps even though I can't explicitly name anything wrong with the manga, I just didn't enjoy it enough. At its peak, every 8 I give must have at least one 10/10 story arc or moment. These manga also very likely managed to make a strong impact on me, whether it was through a strong story or through strong emotional moments.
6/10:
Although this is technically considered average, all manga here and above are probably worth a read. All manga here I consider solid. They all usually have something strong going for them, but maybe they lack any moments that I think are 10/10, or they just didn't leave as strong of an impact on me. However, I appreciate these manga, and I could easily see this manga being one of someone else's favorite.

pretty close to 6, if a manga is in here I acknowledge that it does some things pretty well, but for the most part it's pretty mediocre.
3-4/10:
Slightly below average, "meh" manga. I might sort of be able to see why someone else might like this manga, although personally I feel as though this manga has too many flaws for it to be considered a solid manga (or, the manga just never really "clicked" for me). Usually, these manga probably have a few good moments, but ultimately these manga are pretty forgettable for me. I don't usually regret reading these manga, but I probably could've spent my time better reading something else.
2/10:
Pretty bad manga. I probably do regret reading this. I also probably really wanted to quit reading the manga at some point, but it might have a very few strength(s) that allow me to get through it.
1/10:
I hated this manga, and I have no idea how I really finished it. They might be memorable for me, however, just because of how much I disliked it.
