In Japanese culture the main source of expression is the eyes. That's why they get the most focus in anime and manga whereas the mouth and nose are usually just depicted as dots and lines. It's a stylistic choice and taken to an extreme but it also reflects the idea that the eyes convey a characters thoughts, ideas and expressions the best.
All cultures look at the face as a unit, but we tend to focus differently. In the west the mouth is given a lot of attention, as can be seen from the fact that our smileys mainly portray facial expression in the mouth. For example the :) emoticon has the mouth displaying the expression whereas the ^_^ kaomoji has the expression shown in the eyes. Same thing with anime characters.
This is my opinion on ecchi. If they only use it for comedic purposes rather than attempting to sexually stimulate the audience, then I think it is good and useful. As long as that isn't the main focus of the entire show, I'd enjoy ecchi. Even in the extremely highly rated Code Geass, it had some ecchi points, but that is not what made is so popular. It's the story, characters, etc. In HotD, the characters were so boring and/or annoying (with the exception of Kohta). They are pretty much the exact same characters in 11eyes.
