I'll give you the short answer: watch it if you are being nostalgic of the old show, don't otherwise.
Let me get this straight. They put quite a bit of effort into bringing all the nostalgic feelings from that show. Many references, many cameo appearances, even the music, the inside jokes, all of that just bringing up memories of me watching 02 over and over again during my childhood. But unlike Digimon tri. before it, the characters did not get the chance to shine. It feels like they tried to create tension but couldn't because they can't really end it in this one? what, 7 movies made? They would want to try and match that with 02, maybe? So instead we get this. A mixture of multiple interesting points that goes nowhere.
So if you want to watch it, go ahead, judge it yourself. I went in knowing major spoilers and still enjoyed it somewhat. It wasn't bad, but it is not flawless either.

If you are reading this review just to know if you should watch this show, yes, like most people would agree.
So this show, unlike the other cooking of this season (namely Shokugeki no Soma, the competitive cooking show), has a much slower pace and lack of a character development. Now that's not a bad thing, considering this is a teach-you-to-cook show, but at times you want a bit more out of a certain character, and you will be a bit frustrated.
The storyline is predictable and formulated. Something happened to Tsumugi, the father decides to cheer her up, they cook, they resolve the plot-of-the-week, they eat,
...
the end. Very simple formula, but it works, that's what I think important.
The spotlight is always on the main characters, namely the cute loli Tsumugi, the father and the girl who may or may not have a crush on her teacher and also the girl who provides the father and daughter a place to cook. The side characters exist, but you don't see them most of the time. By the end of this series, nothing really happened to these characters, aside from the father getting better at cooking (SPOILERS), which is expected. I would even say that aside from the occasional mention of event of this season that you can probably jump to the second season and have no problem watching that (At the time of this writing season 2 hasn't been announced, but you know).
Now the art is nowhere impressive, but it's coloured very lightly, and very charmingly, so it's not out of the place, but you might think this could have gotten a better artwork (That's what I think at least).
Despite all the negative points, this show is fairly enjoyable. Because of the limited cast numbers, you put a lot of attention on the main characters, and you feel a lot more on them. Especially Tsumugi, since she is what driven the plot and what resolves a plot, basically. Also, watching this in the middle of the night is not a good idea, unless you need to cry.
So all in all, I hope you would try out this show, to see if you like it. I know it is lackluster in certain parts, but it is a good show nevertheless. Hopefully you find it interesting enough.

I don't particularly like slice-of-life shows, because I find it less exciting than other shows (and that the writer had to do similar things to others almost all the time). Flying Witch is the kind of show that I don't particularly want to watch at first glance, but I always find the urge to watch it whenever I noticed that the new episode comes out.
The story is as what it sounds like. A witch comes to town, people get shocked, people get over it, then magical stuff happened. It's not as disastrous as monster comes in every now and then, but not as school life
...
as it can be. In fact, while they are still in school, many episodes were not school related. The pacing is quite suitable, they don't rush for progression (since slice-of-life usually are not about progressing the plot), but keep everything in a row so that you remember things.
The art is beautiful. I enjoy watching the scenery whenever I find the need to look away, and it does not disappoint most of the time (if not all the time).
The sound is quite memorable. I find myself sitting through the OP most of the time, because it's quite the earworm. The background music played whenever they are doing things and not talking, is also quite suitable. It's quite fresh since the shows I watched are mostly fast-paced fighting shonen anime, and I find it quite relaxing to just sit back and relax.
The character design was...basic? I do enjoy they being quite naturally coloured (and not anime-coded colour). The non-human part also show quite a bit of work, which is all beautiful. The character introduced was not overwhelmingly a lot (as per slice-of-life), and their personality don't overlap but rather complement each other. So it showed a good chemistry between their relationship and I enjoyed them interacting with each other, rather than just the main lead interacting with one at a time. However, I find Kei's role being not very obvious, as he does not show as much screentime as the others, while being like the only male main character (not counting non human male characters). Ah well, it's called Flying Witch for a reason.
I had to say, I enjoyed this show quite a bit. While I don't necessarily love the show, I would consider re-watching an episode or two when I'm down just to cheer me up enough to continue with my miserable life. Overall, I would recommend this show, even if you don't care about slice-of-life.

I enjoyed fighting/shonen shows, so you would know I enjoyed this show a lot. If you were to compare it, One Punch Man would have the closest setting to it, but this show would be psychologically more in depth. If you start comparing them, then you might underrate this show a lot. Now, that said, this is what I had to say about the show.
Story (9/10)
This show, unlike most Shonen Jump shows, do a shorter episode length instead of "Do it until the latest chapter" style from older formats (The Big Three Shonen Jump shows being prime example), or the 25 episodes for more recent
...
format (say, Shokugeki no Soma or Haikyuu). Because of that, the pacing would be quite slow, as they are covering only two arcs of the manga, but rest assured, they make every episode worth watching. There was no filler episodes, everything is from the manga, and they were good. Talking about a powerless person in a superpower society setting? It's not like it has not been done before, the hero actually have to work for his power, and even after that still needs to master it, are quite...generic, but hey, it's a good formula and get you hyped up whenever we comes to the fight scene.
Art (8/10)
The artwork is good, but I almost thought they had to allocate the budget wisely, because there were times I thought things can be better looking, but hey, I'm comparing it with One Punch Man which does even better job at art. Also, because it uses a lot of American comic style when it comes to All Might, you might find the artwork shifts from time to time a lot.
Sound (9/10)
I love the OP and EP, which is rare, considering they usually make one hype song and one not. But they did two fast soundtrack, and I kinda like it. Also, the battle scene BGM is quite hype.
Character (7/10)
Now, despite having 2 arcs over 13 episodes, the background characters still require more screentime. Don't get me wrong, many have quite unique Quirks/abilities/superpowers. But aside from the few around the main characters, the whole class are not really memorable. And they are in like half of the season. And because the characters would not get their arcs until the second, third, maybe even fourth seasons (and even then more characters get introduced), just don't get too attached to the girl in the background until like the third season maybe.
Enjoyment (10/10)
I enjoyed this show a lot, part of it because of how much tweaking they had to do to make the supposed 13 episodes. I know the story can be finished in less than 13, but the fact that I feel no filler was made (only added scene) makes me enjoy it a lot more. Also it does do some funny scene which made the whole series even better (Yeah, I always fall for the 'shonen fighting plus do some funny stuff to make things better' trap),
Overall (8/10)
This is a show I thought you can enjoy even if you don't like a lot of superheroes shows. The story may be generic, but it does not depict superheroes as the winner most of the time, which is something I thought makes it quite interesting. However, because it has to set up a lot of things for the future, it may be good if you pushed it aside until the next season is near (which there is).

I went into this anime with some expectation, and I got some in return.
Story
Fairly straightforward, it's simple, but it works. I was in a dilemma of finding a job when I was watching this, so I could relate to a degree.
Art
This is where I had some mixed feeling. I knew where the spin-off is coming from, so I had a high expectation. But it wasn't that great. Don't get me wrong, it is very beautiful with the scenery and stuff, but it feels more like a painting than animation to me, since the lack of dimension is really bugging me. Especially when the cat is

black and it turns dark for certain frames. It has a old animation feel though, which is kinda unique at the time where CGI anime is a thing.
Sound
It was good, but I don't remember it too well. I guess this is a good thing, since it means that there wasn't anything out of place, which means they did a good job in doing the cues and stuff.
Character
Each character is not complex and only plays a role. The cat plays the narration, the girl plays the girl in distress, the friend and mom are the person who concerned about the girl. I think the chemistry between characters are really well-mixed, and how they reacted to another person showed the character better. For example, how the cat gives cold shoulder to the friend is showing how the cat like the smell of the girl and the girl alone.
Enjoyment
This has a sad tone throughout the series, and while there are happy times, it's hard to shake off the feeling that it's sad. Nevertheless, it's still fairly enjoyable, with the story well-written and we have only the cat as a narration.
Overall
I don't like shows with a sad tone, which I know this show is going to be. I might not rewatch this though, despite I have some good moments with it, since it doesn't really fills my need for laughter. Nevertheless, I would rate this as an okay show at least, since it's short and they delivered it in a simple way and attend to small details which lets you pay more attention to the show.
