If you take a step backwards and see the whole picture, Zankyou no Terror isn't your average anime. It's one of those stories that change your way of thinking. It is really a masterpiece, a deafening scream for humanity to wake up.
It is suitable mostly for mature audience and conspiracy theorists, even for people who do not regularly watch anime. You should keep your mind wide open while watching it. I would also recommend this anime to "V-For Vendetta" fans.
The main characters are developed enough to make someone attached to them without any unnecessary drama.
