I don't like to compare apples and oranges

things that go into a rating (in order of personal importance) are

For Anime:
Personal enjoyment, Writing, Pacing, Sound Effects, Voice acting,
Facial expressions, Characters, Art, Shot framing,
How well it did in regards to its intended purpose
Music, Animation, Art style

For Manga:
Personal enjoyment, Writing, Pacing,
Panel Structure, Flow, Characters, Facial Expressions,
How well it did in regards to its intended purpose,
Line Quality

Explanations:

Personal enjoyment
Positive: if it's fun, if it made me emotional, if it's Intriguing
Negative: If it caused me pain (flashing lights, motion sickness),
if it made me uncomfortable/angry
(pedo shit, incest, abuser/rapist apologia),
if it's boring

Writing
plot, comedy, dialogue, ect. whatever's relevant

Facial expressions
how dynamic they are, the level of intensity,
how they fit the scene, ect.

Characters
character design, how well they're written,
how relevant/necessary they are,
how much I personally like them isn't a factor

Voice acting
performance and if the voice fits the character

Art
quality of key frames

Music
how I personally like the songs, and if it fits the scene

A score is a mix of all these things and they have no numerical value tied to them,
I use more of a Weighted Scale approach
