The titles rated with 10s are meant to represent what a newcomer to anime should be exposed to. While all anime can be labeled 'art' simply because it is animated, not all anime has artistic motive in terms of plot, characters, world building, and themes. There's a saying within the community along the lines of "watching anime for the plot" said in jest when characters are overtly sexualized, and there is a lot of this. However, this is not a reason to dismiss anime as a legitimate medium. An impressive creativity layered onto human psyches should be the goal of any fictional medium. Anime takes us to the extreme of creativity and character; a fantastical vision of the human mind interacting with gods, magic, technology, creatures, the past, the future, and most importantly with other people.
If 10s are for newcomers, then 9s 8s and 7s and so on are to be subsequently watched. Studio Ghibli films and other anime movies can be found in 9s and 8s because, while they are certainly extremely creative and well animated, are simple in their themes with a few exceptions.
